Special Assessments
"Special assessments" are Non Ad Valorem levies placed on properties by either the County of Volusia County Council or by one of our sixteen cities for purposes of owner approved specific improvements to a neighborhood or area . The administration of special assessments is a function of the County of Volusia Financial Services, not the County Property Appraiser. It is being offered through our website because of the connectivity of the data with our database and for convenience to our users.
Special Assessments are a levy made against certain properties to defray all or part of the cost of a specific capital improvement or service deemed to benefit primarily those properties. A lien is placed upon the property for the amount of the special assessment until the total amount (principal and interest) is paid. These owner approved assessments are for paving, drainage, curbs, dune fortification and other one time expenditures associated with certain parcels and must be satisfied in full whenever a parcel is sold. Special Assessments should not be confused with service fee's, which are for operating activities that do not result in the purchase or construction of fixed assets.
